The report is what a regulator’s report that didn’t want to regulate would look like. In this parallel world of non-regulation, this is a non-regulators report.
In non-regulation there are non-rules – a series of banal statements, which instead of being enforced are endlessly repeated. The result of these platitudinous plebiscites is enough non-data and non-information to provide food for non-thought. By the time you’ve waded through it you will be dumber than when you started.
