No party would set up a system like the licence fee, but the licence fee is here to stay. “It works in practice, how can we get it to work in theory?”

Method of collection of the licence fee may have to change. But principle of household tax ring-fenced to support leading Public Service Broadcasters/Broadcasting (PSB) widely accepted.

Despite huge intervention of licence fee, free market principles have been more important to success of UK broadcasting.

We need good PSB. Vital part of the mix.

Doesn’t define PSB as entire output of a PSB.

Popular TV is v important but we don’t have to worry about it like PSB which might not be self-supporting in a pure market system.

BBC News – probably the most respected newsgathering organisation in the world.

Competition and choice will not continue due to structural changes in the market place.

PSB says its job is to raise a subject and let politicians take it on – it’s enough to simply raise an issue. We can expect more from PSBs. And they need to take some responsibility for the social impact of the programmes they produce.

We need a broader vision. Taking social responsibility is not taking political responsibility. Not saying we should have more worthy programmes.
