The review is thorough but transparent, the best take on it is from <a style=\"font-weight: bold;\" target=\"_blank\" href=\"http:\/\/www.ofcomwatch.co.uk\/2008\/04\/channel-4s-new-target-audience-ofcom-and-the-bbc-licence-fee\/\">Ofcomwatch<\/a> &#8211; I\u2019ve added a link to a pdf of Stigler\u2019s seminal article. <\/p>\n<blockquote><p>Nobel winner George Stigler famously observed [<a style=\"font-style: italic;\" target=\"_blank\" href=\"http:\/\/www.msb.edu\/faculty\/murphydd\/CRIC\/Readings\/Stigler--Th%20of%20Econ%20Regulation%201971.pdf\">pdf<\/a>] that firms often acquire policy or regulation so as to serve their interest, not the public interest.<\/p>\n<p>Ofcom\u2019s Public Service Broadcasting (PSB) review looks like it could be headed directly down this path.<\/p>\n<p>The regulator paints a dire picture of the future of quality television broadcasting and strongly suggests a state subsidy should be offered. The likely beneficiary? Channel 4.<\/p>\n<p>Ofcom say Channel 4 \u2018will need greater certainty in its funding model.\u2019<\/p>\n<p>\u2018Greater certainty\u2019 in this context = money.
