{"id":90,"date":"2006-11-29T15:13:00","date_gmt":"2006-11-29T21:13:00","guid":{"rendered":"http:\/\/adrianmonck.com\/?p=90"},"modified":"2008-06-03T21:28:50","modified_gmt":"2008-06-03T20:28:50","slug":"the-undeserved-and-the-under-served","status":"publish","type":"post","link":"https:\/\/adrianmonck.com\/about\/2006\/11\/the-undeserved-and-the-under-served\/","title":{"rendered":"The undeserved and the under-served&#8230;"},"content":{"rendered":"<p><a href=\"http:\/\/images.google.co.uk\/images?q=tbn:m-KLBuJChmF3xM:http:\/\/newsimg.bbc.co.uk\/media\/images\/40997000\/jpg\/_40997152_horrocks_203.jpg\"><img decoding=\"async\" style=\"float:left; margin:0 10px 10px 0;cursor:pointer; cursor:hand;width: 190px;\" src=\"http:\/\/images.google.co.uk\/images?q=tbn:m-KLBuJChmF3xM:http:\/\/newsimg.bbc.co.uk\/media\/images\/40997000\/jpg\/_40997152_horrocks_203.jpg\" border=\"0\" alt=\"\" \/><\/a><span class=\"drop_cap\">A<\/span>ccording to <a href=\"http:\/\/www.broadcastnow.co.uk\/broadcastnowArticle.aspx?intStoryID=165941\">Broadcast<\/a>, BBC News boss <b>Peter Horrocks<\/b> (seen left, smiling &#8211; unnervingly) is calling for: <\/p>\n<blockquote><p><b>&#8220;radical&#8221; overhaul of the traditional notions of impartiality and believes the corporation should be seeking more interviews with organisations such as the Taliban and the BNP.<\/b><\/p><\/blockquote>\n<p>Why not just organize a debate between them in southern Afghanistan and supply the guns and free ammo? (Just kidding &#8211; but let&#8217;s hope its a draw with no survivors.)<\/p>\n<p>Impartiality can only be an ambition, a standard against which we allow ourselves to be judged. But traditionally it means not favouring a particular party, and treating all sides with universal disfavour is a not infrequent journalistic trait.<\/p>\n<p>Should the <b>BBC<\/b> be impartial to the fictions surrounding the nation state \u2013 its pageantry and its process? The BBC is tasked by government with helping us imagine &#8220;Britishness&#8221; &#8211; sustaining civil society. Personally I think the BBC isn&#8217;t up for radical anything. It&#8217;s beholden to public money and paralysed by its obligations to negotiate the responsibilities that go with that &#8211; and if it isn&#8217;t, it should be&#8230;<\/p>\n<p>Anyhow, that same Oxford talk &#8211; <a href=\"http:\/\/www.broadcastnow.co.uk\/broadcastnowArticle.aspx?intStoryID=166004\">Finding TV News&#8217; lost audience<\/a> &#8211; also raised the prospect of reaching \u2018under-served\u2019 viewers, a lovely concept in itself. <\/p>\n<p>So who exactly are these \u2018under-served\u2019 viewers? <\/p>\n<p>Perhaps they live in <b>Scotland<\/b>, where they managed to qualify as a nation and elect a Parliament but don\u2019t apparently deserve a national news programme? As <b>Mark Thompson<\/b> once put it (in true <a href=\"http:\/\/en.wikipedia.org\/wiki\/George_Nathaniel_Curzon,_1st_Marquess_Curzon_of_Kedleston\">Lord Curzon<\/a>-style): <\/p>\n<blockquote><p><b>I don&#8217;t detect any public clamour for it. There are still one or two outposts, media commentators and academics, who want to talk about it, but I don&#8217;t get any sense of a clamour for it.<\/b> [<a href=\"http:\/\/news.scotsman.com\/scotland.cfm?id=792272006\">Scotsman<\/a>]<\/p><\/blockquote>\n<p>Perhaps they are analogue set owners forced to choose between <b>BBC1<\/b> and <b>BBC2<\/b>? <\/p>\n<p>No, \u2018under-served viewers\u2019 are the undeserving &#8211; code for all the people who are interested in <b>Richard Hammond<\/b> rather than <b>Richard Dawkins<\/b>.<\/p>\n<p>What the BBC could do is challenge our shrinking interest in the wider world. There are plenty of cheap ways to find out how Richard Hammond is progressing. The <i>Daily Mirror<\/i> is one, as Mr H pointed out only recently. What manner of news information <i>should<\/i> a publicly-funded broadcaster be serving up? What if we were talking about school meals? Should kids be fed turkey twizzlers or encouraged to eat their greens?<\/p>\n<p>Perhaps Horrocks is facing pressure from the Controller of BBC1 to make news output a little more <i>Strictly Come Newsing<\/i>? Nope. <b>Peter Fincham<\/b> is arguing publicly for a more serious engagement with viewers. He wants telly that is &#8220;longer, deeper, more challenging, more involving.&#8221; Here&#8217;s Fincham at the <a href=\"http:\/\/www.bbc.co.uk\/pressoffice\/speeches\/stories\/fincham_rts.shtml\">RTS<\/a>:<\/p>\n<blockquote><p><b>Wall to Wall, who make <i>Who Do You Think You Are?<\/i>, assume that a mainstream audience will take an interest in the difficulties faced by the Armenian community in Istanbul in the last century, or the genetic make-up of families who emigrated from Jamaica to Cardiff.<\/p>\n<p>And what do you know? They&#8217;re right.
